SAEP-347 — Saudi Aramco Engineering Procedure 347 — governs how Aramco contractors may procure specific piping materials from approved stockist suppliers rather than from the original equipment manufacturer. For EPC procurement engineers, this distinction matters: SAEP-347 creates an approved catalog of "stockable" material numbers (formally called 9COMS — 9000 Commodity Materials) that can be sourced from a pre-qualified stockist with an existing inventory already certified and documented.
The procedure's Annex 4 — List of Stockable 9COMS is the reference document EPC procurement engineers need. It defines 59 material numbers across four product families: valves, pipe fittings, flanges, and metallic pipes. Each material number specifies the exact product grade, size range, applicable international standard (e.g. ASTM A105 for carbon steel flanges, API 600 for gate valves), and pressure class or schedule. Annex 4 material numbers follow the format 6000XXXXXX — a 10-digit code beginning with 6000.
SAEP-347 differs from general procurement in an important way: materials covered by the procedure must meet the exact specification and documentation requirements defined by Aramco for that material number. Custom engineering or substitution is not permitted — the stockist must hold an item that physically conforms to the Annex 4 specification, supplied with EN 10204 3.1 mill test certificates traceable to the producing mill. This makes stockist selection critical: a supplier who cannot produce original 3.1 MTCs with correct heat number traceability will fail Aramco Goods Receipt inspection regardless of price.

One common mistake in EPC procurement: using a vendor's internal part number or catalogue number instead of the Aramco material number. The Aramco material number (6000XXXXXX) is the definitive reference. Include it explicitly in your RFQ, purchase order, and documentation requirements — not just the ASTM grade and size.
On an Aramco EPC project, the project Bill of Materials (BOM) or Piping Material Requisition (PMR) will include line items for each piping component. SAEP-347 Annex 4 materials appear in the BOM with their Aramco material number in the format 6000XXXXXX. The BOM line will also specify description, quantity, unit of measure, and the required delivery date.
Step 1: Filter for SAEP-347 material numbers. In your BOM spreadsheet, filter or sort the material number column for values starting with 6000. These are your 9COMS items eligible for procurement from a SAEP-347 qualified stockist.
Step 2: Cross-reference against Annex 4. Confirm each 6000XXXXXX number appears in SAEP-347 Annex 4. If a material number appears in the BOM but not in Annex 4, it cannot be sourced from a stockist under SAEP-347 and must follow the standard Aramco procurement path (direct from OEM or through an approved vendor list).
Step 3: Verify size and grade against the Annex 4 specification. Each Annex 4 material number covers a defined range of sizes and sometimes specific material grades. Confirm that the size and grade required in your BOM falls within the Annex 4 specification for that material number. For example, if your BOM calls for a 24-inch gate valve but the Annex 4 material number only covers up to 20 inches, that specific item may require a different procurement path.
What to do when a BOM material number is not in Annex 4: Contact your project engineering lead to confirm whether a substitution or escalation is permitted. In some cases the material number in the BOM is an older format or has been updated in a later revision of SAEP-347. Your Aramco project representative can confirm the correct current material number.

The following 5-step workflow covers the standard path from BOM to Aramco Goods Receipt for SAEP-347 materials. Each step is documented with what the procurement engineer is responsible for confirming.
Filter your project BOM for line items with 6000XXXXXX material numbers. Cross-reference each against SAEP-347 Annex 4 to confirm stockist eligibility. Group items by material family (valves, fittings, flanges, pipes) to simplify the RFQ process. Note the required delivery date for each line — this determines whether standard stock or emergency dispatch is required.
Include in your RFQ: (a) Aramco material number (6000XXXXXX) for each line item, (b) quantity and unit of measure, (c) required delivery date and delivery location within KSA, (d) documentation requirements explicitly stated — EN 10204 3.1 MTR + Certificate of Conformance, (e) whether third-party inspection (TPI) is required and by which body. Sending the material number rather than just the grade and size ensures the stockist quotes against the correct specification.
Before placing a purchase order, request confirmation from the stockist that: (a) the item is in stock and matches the exact Annex 4 specification (grade, size, end connection), (b) the MTC heat number is available and the certificate is an original EN 10204 3.1 (not a copy or 2.2), (c) the chemical analysis and mechanical test values on the MTC show actual results — not "per specification" shorthand. A stockist that cannot provide this confirmation pre-order cannot guarantee Aramco GR acceptance.
Include in your purchase order: the Aramco material number, required documentation (EN 10204 3.1 MTR with heat number, chemical analysis, mechanical test results, and 3.1 inspector signature; plus Certificate of Conformance referencing the PO number and Aramco material number), and whether a packing list cross-referencing heat numbers to item markings is required. State that the material marking on the item must match the heat number on the MTC.
At Goods Receipt, the Aramco inspector will verify: (a) physical material markings on each item match the heat number on the MTC, (b) the MTC is an original EN 10204 3.1 document with inspector signature and qualifications, (c) actual chemical and mechanical test values are within the specification for the material number, (d) the Certificate of Conformance references the correct PO and Aramco material number. Any discrepancy between physical marking and MTC data is grounds for GR rejection — confirm heat number traceability before dispatch.

An EN 10204 3.1 inspection certificate is validated and signed by the manufacturer's own qualified 3.1 inspector — not a third party, and not the stockist. The certificate must show actual chemical analysis values for each element (not "per specification" shorthand), actual mechanical test results (tensile strength, yield strength, elongation), the heat number/lot number, the manufacturer's name and address, and the 3.1 inspector's full name, qualifications, and signature.
A CoC is the stockist's written declaration that the supplied goods conform to the order specification. For SAEP-347 materials, the CoC must reference: the purchase order number, the Aramco material number (6000XXXXXX), the applicable material specification (e.g. ASTM A105 for carbon steel flanges), the quantity supplied, and confirmation that the items are accompanied by original EN 10204 3.1 MTCs. Aramco requires both the MTC (material identity and test data from the mill) and the CoC (order conformance from the stockist) — they serve different purposes.
